METHODOLOGY
OPERA turns scientific research and expertise into practical policy advice, bridging agriculture and environment for effective EU policy implementation.
The modus operandi of the OPERA is grounded in a dynamic and iterative process that transforms dialogue into action. At the core of our approach is the creation of a virtuous circle that connects scientific expertise, stakeholder engagement, and policy support. This model ensures that real-world challenges are addressed through evidence-based solutions and that research findings are translated into practical outcomes.
- We offer a European platform to foster open and inclusive debate on key issues affecting the agricultural sector.
- The issues identified through these discussions and stakeholder interactions are retained, analysed, and prioritised.
- A broad network of experts across Europe is then activated to assess the problems, develop insights, and propose solutions—often within the framework of collaborative research projects.
- We create the conditions for in-depth analysis and for the elaboration of actionable strategies and recommendations.
- Finally, the outcomes are disseminated and reintegrated into the platform, feeding the policy dialogue and supporting decision-makers with concrete, science-based contributions.
Action I
Bridging Science
and Policy
- Providing an informal environment for debate, communication and exchange of information and ideas on important policy issues.
- Providing conceptual bridging solutions between agricultural, health and environmental concerns to be included in the Agricultural, Environmental and Food policies at European, National and Local level.
- Delivering and disseminating policy papers and studies on certain important topics on Agricultural, Environmental and Food policies at European, National and Local level
- We develop a continuous dialog between academics and policy makers to identify the best solutions for the long term sustainability of agriculture.
- Contributing with recommendation papers on risk mitigation measures and on the establishment of quantitative targets or indicators.
- OPERA also undertakes the challenge to contribute actively and support the processes to consult decision makers when drafting implementation measures for sustainable agricolture.
Action II
Solutions For Sustainable
Use of Resources in Agriculture
- Development of practical solutions and technical support for farmers to implement risk mitigation measures, improving sustainability and reducing pesticide impact.
- Collaboration with research centers, SMEs, authorities, and industry to develop innovative tools and approaches, including through national and EU-funded projects.
- Promotion of rural development by coordinating projects and operational groups of farmers, professionals, and citizens focused on sustainable agriculture practices.
- Design of new food quality standards aligned with Sustainable Development Goals and future regulations, supporting environmentally responsible production models.
- Training programs and e-learning courses for stakeholders, addressing identified knowledge gaps and encouraging informed, sustainable decision-making at all levels.
- Citizen engagement through science cafés, school education programs, partnerships with NGOs, transparent communication, and academic spin-offs supporting innovation.
Action III
Translating Science
Into Practice
- Development of science-based guidelines to support sustainable pesticide use, including risk management, mitigation measures, and emergency response.
- Application of integrated risk assessment methods to address environmental and health challenges, ensuring resilience of ecosystems and human wellbeing.
- Creation of demo farms to showcase sustainable pesticide use, risk mitigation practices, and implementation of the Sustainable Development Goals (SDGs).
- Delivery of training courses for consultants on sustainability, risk indicators, regulatory compliance, and best agricultural practices.
- Promotion of food and environmental quality standards across different scales, aligned with current and future legislative frameworks.
- Use of modeling tools to assess exposure and risk in food production, supporting safer and more sustainable agri-food systems.
